The client is a medical device startup preparing to deliver products directly to patients at home. It had no operational infrastructure in place and no in-house familiarity with the regulatory, licensing, warehousing, or logistics requirements such a network demands. SPARQ360 was engaged to build that foundation from the beginning.
The Challenge
This was a complete start-up. There was no warehousing, no transportation, and no logistics network, and just as importantly, no clear map through the licensing and regulatory requirements that govern home delivery of medical devices. For a company at this stage, a misstep with a state regulator can stall a launch before it begins. The client needed a partner who could start at the foundation, establish the right regulatory footing, and build the operation up from there.
The Strategy
SPARQ360 took a bottoms-up approach: establish the regulatory path first, then design the operational and process infrastructure around it. Rather than assume a delivery model and work backward, the team researched and analyzed the available licensing paths and the obstacles in each before recommending a route. That sequence keeps the eventual warehousing and transportation design aligned with what the regulations actually allow.

The Implementation
SPARQ360 brought in a pharmacist and a regulatory expert to lead the licensing research and the application process. The team conducted an internal audit of the client’s facility and developed an improvement punch list to work through before submitting the application. Alongside that, SPARQ360 provided input on facility setup and specific recommendations to reduce the client’s risk and exposure with state regulatory agencies. This work is ongoing as the client moves toward application and launch.
The Results
This engagement is in progress. To date, SPARQ360 has given the client a defined regulatory path, a facility improvement punch list to complete ahead of application, and facility-setup recommendations aimed at reducing regulatory risk and exposure. Outcome metrics will follow as the network moves into operation.
